To use an effect on only a segment of a song you can: Dig in, but don't get lost down the rabbit hole ) this is THE resource for finding plugins on the internet, a virtual library that has practically every plugin ever made listed on it. It's worth adding for tempo synced filter effects. The Tal-Filter does work on the Mac version but it's the only one of his effect plugins that does. Also an excellent reverb and flanger but due to lack of 64 bit AU versions these will only work on the Windows version. unfortunately not supported anymore but home of my favorite saturation plugin, Tal-Tube. huge free pack but very advanced and complicated Uis, beginners may struggle with these but try the presets.
